• The first mechanism:  The member shall brief the government on important matters or information, if any, which require urgent procedures and action from the competent unit.
• The second mechanism: The member may request the competent government unit  to brief him on urgent matters or information that is related to the competences of the Council.
   

Legal conditions required for the cognizance  request :

1. 1- Cognizance request shall be submitted in writing by one of the Council member to one of the government specialists.
2. 2- To be of urgent importance.
3. 3- To be part of the competences of the concerned government official.

Procedures:

1. 1- The cognizance request shall be submitted to the Chairman of the Council who shall present the same before the Council Bureau to decide whether to refer it to the concerned committee for an opinion or to the government to respond.
2. 2- The Council Bureau shall notify the requesting member about the Bureau decision  whether referring the subject matter to the concerned  committee or the government, or the rejecting the request. 
3. 3- Memebrs whose request is rejected may file a request to object to the Council Bureau decision.
4. 4- Upon receipt, the Chairman of the Council shall refer the government’s response on the cognizance request to the requesting member.
5. 5- The requesting member may   submit a request to the Council Chairman to discuss the subject matter.
6. 6- The Council Bureau shall include the cognizance requests in the agenda of the nearest sitting in coordination with the government.
7. 7- Cognizance Requests that are within the same filed shall be included when discussed before the Council.
8. 8- The government representative shall present his response on the cognizance request. Then, the requesting member has the floor to comment.
9. 9- The Chairman shall give the floor to one of the supporters and opponents from the members before moving to the schedule agenda.
