Majlis A’shura shall, in accordance with the provisions of Article 58 bis 43 of the Basic Statute of the State and Articles 146 to 155 of the Council's Regulations, exercise oversight over the work of the Government, as follows:
Wishes
The legal conditions that must be met for wishes request:
1- Wishes requests shall be submitted by the Council member to the government.
2- The request shall be submitted by a memo to the Council Chairman.
3- Wishes request shall explain the causes and means of achieving them for the common interest.
Procedures:
1- Wishes requests shall be referred from the Bureau to the concerned committee to study and submit a report about the same to the Bureau. The Council shall be notified in the first sitting following the decision of the referral request.
2- In emergency case, the Council Bureau may present the request to the Council without referring it to the competent committee.
3- The Bureau may reject the request in case it fails to comply with the stipulated conditions and inform the requesting member about it.
4- Members whose request are rejected may explain their objection before the Council upon a request submitted to the Chairman of the Council.
5- When the request is discussed before the Council, the member shall
briefly present the wishes justifications. The Chairman shall give the floor to one of the supporters and opponents before seeking the Council’s view
on voting.
6- The Council shall approve the wishes based on the vote of the majority of members present.
7- The government shall be informed about the Council’s decision (outcome) in order to implement wishes in light of the government policies.
8- The government may inform the Council about the reasons for not implementing the wishes submitted by the Council.
