The Legal conditions for request discussion:

1. 1- The  request for discussion shall be signed by at least five members.
2. 2- The request for discussion shall be about one of the general topic that are related to the Council competences.
3. 3- The request for discussion shall be for the Ministers and whoever in their capacity.
4. 4- The Minister shall have the priority to speak whenever he requests so.

Procedures:

1. 1- The Council Chairman shall inform the concerned minister about the request for discussion.
2. 2- The subject matter shall be included in the agenda of scheduled sitting after the date of sending the invitation within a week at least.
3. 3- The concerned minister may ask to adjourn the review of the request for discussion until the next sitting.
4. 4- The request shall not be discussed if the requesting members withdraw it before taking it into consideration in the decided sitting for at least 48 hours unless 5 members at least  insist on discussing it, the number of the supporters of the request is less than five members, or if it is submitted in the last week of the annual session of the Council. In addition, the request shall not be discussed  once the subject matter is closed or one of the requesting members is dismissed. 
5. 5- All members shall participate in the discussion and ask verbal questions to the minister.
6. 6- The Council Chairman shall close the discussion if all conditions have been met.
