Majlis A’shura shall, in accordance with the provisions of Article 58 bis 43 of the Basic Statute  of the State and Articles 146 to 155 of the Council's Regulations, exercise oversight over the work of the Government, as follows:
Question
The legal conditions required for the questions:
 
  1. 1-The question shall be asked by only one member to one minister or to those of their status. 
  2. 2-The question shall be an inquiry about an issue that is unknown or a matter came to his knowledge in order to ascertain it.
  3. 3-The question shall be an inquiry about an intention of the government in a matter related to the Council competences.
  4. 4-The question asked by the member shall be clearly and concisely written along with requesting member signature.
  5. 5-The member shall not express his opinion or comment on the question.
  6. 6-The question shall not be related to personal interest, violate the provisions of the Basic Statute of the state, or detriment the public interest.
  7. 7-The question shall not mention the names of the individuals or interfere in their affairs.
  8. 8-The question shall not be about a matter that deals with a criminal case.
 

Procedures:

 
  1. 1- If the question is approved by the Council Bureau, the requesting member shall be notified about the timing of scheduling his question in the agenda of the coming sitting of the Council in coordination with the concerned minister.
  2. 2- The Bureau may reject the question, whereupon the member shall have the right to insist on his request which is then referred to the Council, at its earliest possible sitting, to be put for decision. The member may explain his request to the Council before taking the decision.
  3. 3- The minister shall answer the question in the set sitting, may request the adjournment of the answer until a subsequent sitting for a compelling excuse, and may delegate one of the senior ministry officials to represent him before the Council.
  4. 4- When asking the question, the minister shall firstly answer that question. Then, the requesting member shall briefly comment on it. The Chairman shall give the floor to one of the supporters and the opponents to comment on the question to decide on whether moving to the agenda or referring it to the concerned committee to  prepare a report, after the consent of the majority of members present.
  5. 5- The written, response shall for the questions presented in the last week of the annual session of the Council, shall be sufficient to the Government. They shall be postponed to the next session of the same term.
  6. 6- The question shall not be discussed in case of the absence of the requesting member.
