Majlis Ash-Shura to Conclude the Second Annual Sitting of the Tenth Term on 13 July

Pursuant to the Royal Orders of His Majesty Sultan Haitham bin Tarik – may God protect him – it has been decreed that Sunday, 13 July 2025, shall mark the closure of the second annual sitting (2024–2025) of the tenth term (2023–2027) of Majlis Ash-Shura. This directive is issued in accordance with Article (41) of the Law of the Council of Oman (Royal Decree No. 7/2021), which stipulates that the summoning and closure of both regular and extraordinary sessions of the Council of Oman shall be by Royal Decree.
His Excellency Ahmed Mohammed Al-Nadabi, Secretary-General of Majlis Ash-Shura, confirmed the issuance of the Royal Orders and stated that the Shura Council witnessed vigorous legislative activity during the first half of the tenth term, particularly across its first and second sittings. This momentum reflected the Council’s commitment to strengthening the legislative framework in support of Oman Vision 2040, in alignment with its roles as stipulated in the Basic Law of the State and the Law of the Council of Oman.
His Excellency emphasized that, as a key partner in the national governance system, the Council maintained an active role during the second annual sitting, closely monitoring national developments. These developments coincided with Oman’s assessment of the outcomes of the Tenth Five-Year Plan and the initial outlining of the Eleventh Five-Year Plan. These matters were addressed through the Office of the Council and the standing committees, which produced numerous insights and recommendations aimed at enhancing national policies and planning.
Robust Legislative Activity and Oversight Tools
His Excellency pointed out that legislative efforts reached a significant peak during this term. The total number of legislative proposals reviewed during the first and second sittings amounted to 39 draft laws and agreements referred by the government. These included reviewing proposals submitted by the government as well as draft laws proposed or amended by the Council itself in response to the requirements of the renewed renaissance. The Council members also played a substantial role in exercising oversight, with more than 300 oversight tools activated over the two sittings. This is in addition to a series of meetings and consultations aimed at reinforcing dialogue and coordination with the government, other state institutions, and the public—ensuring that the Council’s responsibilities under the Basic Law and the Law of the Council of Oman are fully realized.
Substantial Legislative Output in the Second Annual Sitting
During the second annual sitting, the Council reviewed 21 legislative items, including 14 draft laws and 7 international agreements, along with 3 draft laws proposed by the Council itself. The Council held 14 regular sessions, 4 of which were dedicated to ministerial statements from service ministers. These statements addressed the realities and challenges in the implementation of sectoral development plans and outlined the future outlooks of their respective ministries. The statements presented were from the Ministry of Education, the Ministry of Heritage and Tourism, the Ministry of Housing and Urban Planning, and the Ministry of Commerce, Industry and Investment Promotion. Additionally, the Council discussed the statement from the Ministry of Finance on the State Budget for Fiscal Year 2025.
On the oversight front, Council members submitted 121 inquiries (requests for clarification) across a wide range of sectors, including healthcare, education, and social services. They also posed 17 parliamentary questions and presented 10 urgent statements addressing key citizen concerns. The Council Office held 12 meetings, while the standing committees convened over 90 times and concluded work on more than 98 matters, including various expressed desires, reports from field visits, and outcomes of committee hearings and consultations.
Government and Council Cooperation to Achieve National Objectives
In furtherance of the principle of integration and cooperation, His Excellency Al-Nadabi noted that two joint meetings were held between the Council of Ministers and the Office of Majlis Ash-Shura during the current session. These aimed to foster consensus and promote collaborative efforts in the implementation of public policy, ensuring the alignment of national interests. These meetings underscored the importance of the Council’s role in complementing the government’s work in achieving comprehensive national development.
His Excellency added that cooperation with the State Council has also been enhanced in accordance with the Law of the Council of Oman (Royal Decree No. 7/2021), which mandates ongoing coordination between the two chambers through their offices, standing committees, and coordinating bodies. Joint sessions are held to resolve disagreements over specific articles in draft laws. During this session, several joint meetings were held to resolve such disputes, resulting in the approval of 11 government-referred draft laws by both councils. These include:
• the Electronic Transactions Law,
• the Public Health Law,
• the Law Regulating the Transfer and Transplantation of Human Organs and Tissues,
• the Financial Law,
• the Personal Income Tax Law,
• the Law on Special Economic Zones and Free Zones,
• the Anti-Human Trafficking Law,
• the Telecommunications and Information Technology Regulation Law,
• the Real Estate Regulation Law,
• the Law on the Collection of State Receivables, and
• the Law on the Rights of Persons with Disabilities.
This reflects the collaborative approach adopted by the two councils in fulfilling their shared legislative responsibilities.
Community Engagement and Comprehensive Media Coverage
In conclusion, His Excellency Al-Nadabi emphasized that the General Secretariat of Majlis Ash-Shura has continued to strengthen community engagement and raise public awareness of the Council’s roles and achievements. During the second annual sitting, the Council actively participated in various national cultural events, welcomed numerous delegations and visiting students from domestic and international academic and military institutions, and organized visits for students from higher education institutions and schools. These initiatives aim to acquaint the younger generation with the Council’s operations and responsibilities.
Moreover, the Council has enhanced its outreach by providing up-to-date statistics and media content. It is preparing to issue a comprehensive media report summarizing the Council’s activities for the second annual sitting of the tenth term (2023–2027). This report will include detailed data on the Council’s legislative and oversight performance and will be published on the Council’s social media platforms and distributed to media outlets. It reflects the Council’s alignment with the objectives of Oman Vision 2040 and the national development plans.
His Excellency concluded by reaffirming the Council’s continued dedication to playing an active role in fulfilling national objectives and responding to public aspirations, guided by the wise leadership and directives of His Majesty Sultan Haitham bin Tarik – may God protect him – to advance the practice of Shura and realize its goals in the Sultanate of Oman.
